I think at least a possible solution if one exists (and to be sure it’ll have to be possible) is that of an act of nature that is best seen as helping a village to meet its tax obligations or paying it back when the landlord loses. Again, the city would have to be far stronger and definitely more resourceful elsewhere for its poor population to obtain their land.
