The task of realising land-use plans in such scenarios is obviously complex, especially where private property (e.g. land of the prime minister) is included. Yet, IPWD planning has traditionally suffered from technical challenges, which generally lack the capability to assess and analyse such complex material conditions in its areas of appeal. In this paper, we examine the impact of an illegal encroachment on land use plans on land use planning and assess the impact of a local revaluation proposal – an IPWD land management project in Karachi (PRAM). We present details of an IPWD land use project in Karachi between 2003 and 2012, and the impact of the revaluation on the revaluation plan itself. We then describe the aims of the revaluation programme, its components, and describe the road construction framework, and how the projects are managed. When planning state-specific land use plans, we explain how to report such plans, and report their implementation to the planners, to the ISRO or the ISROIP development company. We also describe some features and details of a revaluation scheme that can be built into real property laws incorporating land use plans, to the benefit both the inspector and the road director. Pakistan’s National Planning Board (NPRB) has taken over the management of IPWD schemes in a phased and highly successful manner, putting a different emphasis on the key factors in the implementation. Between 2003 and 2010, a full governance review and revaluation was initiated, while the government plan for IPWD and land use in Pakistan was mainly composed of feasibility studies and special land use planning requirements covered by the IPRB. These feasibility studies address to assess the impacts on the land use practices, management of land use initiatives, local land management, and the potential impact of the revaluation. The revaluation was concluded at the first review of a new plan adopted by the Pakistani government in 2009, in which the revaluation plan had a 3-year administration and implementation timetable. The present study features the implementation of the revaluation plan — from 2003 to 2012 – by the federal government in the state of Karachi with the objective of reducing land use by 46 per cent and improving construction and infrastructure, mainly through land management.
